In India, electric vehicles are rapidly replacing the market share of conventional fleets. EVs plying on the roads will also significantly increase in upcoming years due to the rising prices of fossil fuels and the commitment of the Indian government to making the country free of a carbon-neutral footprint. To encourage people to adopt EVs, the government has been providing subsidies in different states of India.

In light of that, the Assam government has also come up with its Electric Vehicle Subsidy policy. The Assam EV subsidy policy became effective in 2021 and will be valid for five years. In this post, we will learn about the electric vehicle subsidy policy in Assam, the eligibility criteria, and how to apply for it.

Objectives of Assam Electric Vehicle Subsidy Policy

  • It will help improve the air quality.
  • It will support the development of robust infrastructure for EVs, including a network of charging points and an adequate power supply.
  • The policy aims to achieve 25% electric vehicle registration by 2026.
  • The state government will target to incentivize the first two lakh EVs purchased and registered within the state, either for individual use or commercial use, during the policy period of 5 years.
  • Assam government is also planning to convert the commercial bus fleet and government vehicles to 100% electric buses by 2030. The state government has even decided to Phase out all fossil fuel-used commercial fleets and logistics vehicles in all cities by 2030.

Eligibility Criteria for Availing EV Subsidy Incentives

  • To be eligible to claim subsidy incentives, electric vehicles must be registered within the state of Assam.
  • An individual is entitled to purchase only one electric vehicle from the specified vehicle segments.
  • Electric Vehicles in compliance with the FAME-II eligibility criteria, will be considered under this subsidy policy.
  • The subsidy benefits are available to individuals only. Any Partnership Firm, Company, Proprietorship Firm, or Corporation will not be eligible for any incentive.

Electric Vehicle EV Subsidy in Assam

In 2019, the Assam government introduced the electric vehicle subsidy policy that will benefit consumers, EV manufacturers, as well as Electric charging station owners.  The subsidy benefits on the EVs are based on battery capacity (kWh) and number of wheels. A consumer can only claim a subsidy once, and the maximum amount of subsidy cannot exceed 40% of the total cost of the vehicle. In addition to the above-mentioned subsidy benefits, the Assam government also provides:

  • 100% exemption of road tax and registration fee on the purchase of EVs during the policy period. EV owners are eligible for a 100% waiver of parking charges for five years.
  • Assam government also provides a 50% rebate on toll taxes on electric vehicles purchased and registered within the state.
  • The state government offers retro-fitment incentives of 15% up to Rs. 15,000 for three-seater auto rickshaws.

How to Claim Electric Vehicle EV Subsidy in Assam?

As of now, the electric vehicle subsidy in Assam can be directly claimed at the time of purchasing a vehicle. The EV dealer can facilitate the subsidy process upon submission of the UID card and bank account details.

After verifying all the documents related to the purchase of an EV, the subsidy amount will be reimbursed to the EV owner’s bank account through direct bank transfer (DBT) from the State Transport Department.

Assam government, in association with the Commissionerate of Industries and Commerce, is currently working on designing an EV portal through which consumers can submit online applications to claim subsidy incentives. Once the EV portal is launched, consumers can apply for subsidy benefits by following the given steps:

  • Individuals are required to register themselves with the Industries, Commerce, and Public Enterprises Department EV Portal. 
  • An online application needs to be submitted, along with required documents such as a PAN card, Aadhaar card, Registration Certificate of the EV, Purchase receipt, etc. 
  • Following this, the Commissioner of Transport (CT) will verify the accuracy of the application and forward it to the State Level Committee (SLC) for approval.  
  • Once the approval is done, the incentives will be released into the bank account of the EV owner.
